\ <br />for 2004 for special fines, $50; forfeiture collections through the sale of forfeited equipment, <br />$34,640; and interest income from the investment pool of $1,150. <br />Lurtun Park Fund This fund was established to account for the proceeds of the sale of <br />a portion of the property donated to the City by the Lurton family. The State of Minnesota <br />acquired a portion of the property for right-of-way needs related to the Highway 12 upgrade <br />project. The revenue budget for sale of land requires an increase of $461,600; and the <br />interest income revenue budget requires an increase of $10,680. <br />Senior Housing TIP Fund This fund accounts for the collection of the increment portion of real <br />estate taxes and the forwarding of those taxes for the payment of debt related to the senior <br />housing project on highway 12. The amendment is for real estate taxes, $53,275. <br />The following are the amendments to the expenditure budgets of the Special Revenue Funds: <br />Special Revenue Fuads <br />Budget <br />Amendment <br />Improvement and Equipment Outlay Fund: <br />Tractor Mower and Sweeper $ 150.0001 <br />The funds related to the expenditure budget decrease will be carried over to budget year 2005 <br />because this equipment will not be received until 2005. <br />Dmg/Felony Forfeiture Fund: An expenditure amendment is required to fund the expenses <br />incurred related to legal, advertising items for sale, and other miscellaneous expenses, in the amount of <br />$300. <br />Lurton Park Fund: <br />Professional services <br />Other charges <br />Total budget amendments <br />$ 9,330 <br />16.100 <br />$ 25.430 <br />The budget amendments are for legal, appraisal and rental costs related to the sale of the land. <br />Senior Housing TIF Fund: The expenditure amendment is required to reflect the forw arding of tax <br />collections for the payment of debt serv ice related to the senior housing bonds, $24,080, and <br />consulting services, $650. <br />Tempornrv join: During 2004 the City was involved in several projects which qualifv for municipal <br />state aid. These projects included the Fox Street bridge replacement and the Lee Carlson ballfield <br />trail, among others. The City will be receiving state aids for some or all the costs involved with these <br />projects, but the Municipal State Aid Fund requires a loan of $115,000 from the General Fund to <br />fund a temporary cash deficit. <br />COUNCIL ACTION REQUESTED: <br />Approval of the 2004 budget amendments for the General and Special Revenue Funds as presented, <br />and the temporary loan of $115,000 from the General Fund to the Municipal State Aid Fund, <br />effective December 31,2004. <br />'em(U \Woi4 Ndkcf Mnmn Cnumi httmitynry
