Public Services Director's Report <br />Item Description: Change Order #2, Lee Carlson Baseball Field-Trail Project <br />This change order is to pave the access road to the baseball fields in order to correct an erosion <br />problem as a result of the trail construction that was completed last year. This trail connects the <br />Three Rivers Park District regional trail along Old Crystal Bay Road to the Willow View <br />development trail along the south side of County Road 6. This trail is being funded utilizing <br />Municipal State Aid Funds and Hennepin County Cost Sharing Funds for trails located along County <br />Highways. <br />This trail is located adjacent to the existing gravel baseball fields access road and there is erosion <br />of the aggregate surface on the access road. The access road water used to drain into a ditch along <br />the road, but because of site constraints the trail needed to be constructed directly adjacent to the <br />access road with a concrete curb and gutter installed. The water draining off the access road is <br />not flowing into the gutter: instead it is eroding the aggregate base and flowing downhill next to <br />the concrete gutter. Normally, curb and gutter is installed on paved roads and this problem would <br />not occur. When this trail was originally designed we did have some concerns about erosion <br />problems from using curb and gutter on a gravel road, but thought K may work okay and saved <br />money by not paving the access road. Now that there are erosion problems in order to correct <br />this situation the access road needs to be paved. <br />We have reviewed the information submitted by the City's engineering firm and recommend <br />approval of this change order in the amount of $22,498.32 to pave the baseball field access driveway <br />to correct an erosion problem. The costs for this trail project are being reimbursed to the City from <br />Municipal State Aid Funds and Hennepin County Cost Sharing Funds for trail construction. The <br />project funding agreement was based on an estimated construction cost of $123,700. The $59,802.70 <br />project bid price received was lower than expected, so there are adequate State Aid and Hennepin <br />County Funds available to complete this work. Approval for this change order has been obtained <br />from both MNDOT State Aid and Hennepin County. <br />COUNCIL ACTION REQUESTED: <br />Motion to approve Change Order Number 2, Lee Carlson Baseball Field Trail Project for DMJ <br />Contracting, Medina Minnesota in the amount of $22,498.32 to be funded from the 2005 Municipal <br />State Aid Fund Budget with approval of a budget adjustment to reflect this expenditure. <br />I <br />1 <br />I
