White indicated he would like further clarification on the vegetation restoration plan and agreement with <br />the City. <br />Gaffron briefly outlined the proposed vegetation restoration plan, noting that the Planning Staff and the <br />City Engineer have reviewed the plan and feel it is acceptable. <br />White encouraged the applicant to follow through with the agreements he itas ciitered into to avoid further <br />problems. White noted a fair number of large trees were removed and are now being replaced with <br />significantly smaller trees. <br />Vogstrom stated the majority of the trees that were removed were Elm trees and Cottonwood trees that <br />were either diseased or dead and that he did not remove any perfectly good trees. <br />White stated in his opinion no further vegetation should be removed on this property until a survey is <br />completed to determine what exactly is on the site <br />Vogstrom stated a survey has been completed and that Staff has also visited tiic site. <br />White noted that buckthorn is proposed to be removed from the site, and expressed concern that other <br />trees and vegetation may be removed as well. <br />Vogstrom noted that Gaffron and Curtis have visited the site and have taken numerous photographs of the <br />area. Vogstrom stated the existing trees have been documented on a survey approximately three months <br />ago. <br />Gaffron stated permission has been given to remove the buckthorn, <br />White noted the applicant has been told not to encroach upon the adjoining city lake access and suggested <br />that the area be delineated very clearly prior to construction of the residence. <br />Vogstrom stated he is in agreement with Council Member White and noted the neighbor to the north has a <br />number of items located on the City’s properly. <br />Curtis stated there are piles of wood, construction equipment, a tractor, and possibly rolls of carpet, along <br />with other items. Curtis staled Staff would be notifying that properly owner that the items need to be <br />removed. <br />McMillan concurred that this would be a good time to clearly delineate that area as City property. <br />I
