The ponding calculations and grading plan, when complete, shall be submitted to <br />both cities for review and approval prior to tlie final plan set being approved and recorded. <br />Final Approval and Time Schedule: <br />It is the intent of the applicant to have the preliminary platting completed for the lots in Medina this <br />summer. However, final platting and road construction will not be complete until about 2003. The <br />Rudds have stated MnDOT will pay for tlie road and engineering costs if it is constructed in 2003. <br />The applicant has stated there are two primary reasons to not plat the road this year. The first is <br />MnDOT would only reimburse for the materials, not engineering and other costs. Secondly, if the <br />new lots in Medina are recorded the property owner may be subject to a higher tax obligation on six <br />buildable lots rather thati one that exists today. <br />The applicant will be requesting the preliminary subdivision approval be granted automatic renewals <br />through 2003 when they will complete the final plat. <br />Burlington Northern Railroad has indicated to the City of Orono they would be willing to paj' for <br />completing a road plat across the property located in Medina. Please read the attached comments <br />from Burlington Railroad. <br />Prior to final plat the following additional information shall be provided by the applicant and <br />approved by the City of Orono. <br />1. Final grading and erosion control plan set <br />2. Stormwater calculations for the drainage area that will drain towards the pond in Orono <br />3. List of all easements that arc recorded on the Rudd property <br />4. Easement documentation indicating legal access to the Slaughter and Hickey properties over <br />the Fraizer property <br />5. Final construction plans for the road <br />6. Final plat drawing for recording the right-of-way <br />7. Applicant shall dedicate to the City an easement for the NURP pond. <br />Planning Commission Recommendation: <br />At their May 15,2000 meeting the Planning Commission recommended approval of the preliminary <br />plans by n vote of 5 to 0. <br />Staff Recommendation: <br />StalT recommends apjn oval of the preliminary plat based on the resolution attached. <br />COl/NCTL ACTION REQUESTED <br />To adopt or amend tlie attached resolution. <br />'m
