Greg Gappa has noted in his memo to the City Council, dated April 10, <br />2000 (attached to Planning Report), that MNDOT has offered to pay for tlie road construction and <br />provide access to the properties that will lose access across the railroad provided that the Cities or <br />property owners provide the necessary right-of-way and casements. AKso, please read the attached <br />minutes from tlic Council meeting. <br />This proposal would create the road segment in Orono to provide access to the properties. It appears <br />the property owners to the cast (Slaughter and Hickey) have existing easements in place over the <br />Frai/cr property to accommodate a shared driveway. <br />Proposed Plan: <br />The plan indicates a road tliat would serve a proposed subdivision in Medina and provide access to <br />the potentially landlocked properties in Orono. The Medina property is zoned for single family <br />residential use at a 30,000 s.f. minimum lot size. The properties in Medina would be served with <br />sewer and water which will be extended from Townline Road. No utilities will be extended to <br />properties in Orono. <br />Tlie proposed road in Medina will be public and it is recommended by Staff the road in Orono will <br />be public as well, primarily due to maintenance issues. Only the eastern 450' of the road will be in <br />Orono. <br />Surrounding Properties: <br />I he properties located in Medina are zoned for a minimum lot size of 30,000 s.f A proposal has <br />been made by the applicant to have that subdivision completed this summer. The lots in Orono are <br />ail zoned for a 5 acre minimum lot size, and guided by the Comprehensive Plan for single family <br />residential. With the exception of the Rudd property, no lots in Orono will be impacted for zoning <br />purposes by the proposed road. Tlie Rudd property would maintain a dry buildable area of <br />approximately 7-8 acres. If the dry buildable area is less than 10 acres dry, the property would not be <br />able to subdivide into two 5 acre lots The total frontage along the proposed road is only about 500' <br />which does not provide the total lot width required in the zoning district. New lots require a <br />minimum lot widtli of 300’ in tlic KJ<-1 A distict. <br />Koad Standards: <br />llecau.se most of the propo.scd road is in Medina it is appropriate to create a right-of-way to standards <br />in Medina to maintain consistency. Medina will require a 60' right-of-way which is shown on the <br />preliminary plan. The road width and size of cul-de-sac will also be developed to standards set by <br />the City of Medina. Tlie cul-de-sac shall be a minimum paved width of 80' and a miiiimuni right-of- <br />way width of 100’. <br />Ponding and Grading: <br />Tlie applicants arc developing a ponding and grading plan for the road. This is an on-goiiig project <br />involving the platting of the land to the north in Medina.
