Tlie 2000-2020 Community Management Plan made significant expansions of the MUSA to include developed or developing areas of the 2-acre '.ionc surrounding Orono’s lakes. The City (purposely) has not revised the zoning in most areas where sewer has been provided during the past quarter century, and retrofitting of rural neighborhoods with sewer has in most cases not resulted in greater densities of development than if sewer had not been provided. This is also the case with the current proposal.
