#05-3081 Sloncbiy Lortf <br />February 10, 2005 <br />Page 6 <br />Final Plat <br />Outlol E was created specifically for the Lofts, and must be final platted as a I-ot in order for it to be used <br />as a building site. The final platting process establishes the necessary peri meter drainage and utility <br />easements which were not required of it as an outlot. The required wetland Conservation and Flowagc <br />Easement was established during tlie earlier subdivision approvals, so that need not be required; however, <br />the wetlands will be shown on the new plat drawings. <br />The proposed final plat will include a re-plat ofOutlots E •’nd F in order to incorporate the non-wetland <br />area northwest of the building where tlie patio is proposed. This has no impact on the future development <br />of Outlot F (which will now become Outlot A of Stonebay Second Addition) but will ensure that <br />ownership of tlie common amenities serving the Lofts will be under the control of tlie Lofts homeowners. <br />This approval process is functionally appioval of Phase 2 of the Stonebay residential development. Phase <br />2 final plat approval will include payment of park fees sewer and water connection fees, and stomi water <br />& drainage trunk fees established within Exhibit M of the PUD 4 Agreement. <br />Issues for Consideration <br />Council should review the site plan and building plans to identi fy any spcci fic concerns you believe need <br />to be addressed. As a minimum. Council should address the following: <br />1.Acceptability ofbuildingconveision from 2 buildings to one- visual impacts, other impacts. Arc <br />the design elements proposed by the developer (in response to Planning Commission ’s direction) <br />sufficient to satisfy past concerns regarding building bulk, height, length and massing? <br />2. <br />3. <br />Acceptability of proposed building materials and building design. <br />Any other issues of interest or concen’ <br />S taff Recommendation <br />Staff recommends concqitual approval, subject to satisfaction of any minoi issues noted in tliis memo If <br />Council acccjits the propostxl site and buiUlingphuis, staffwill draft a Resolution for General Development <br />Plan Approval Amendment and Final Plat Approval for adoption at your February 28 meeting. Tlie project <br />will also result in a new Developers Agreement, between Orono and ZB Construction. <br />COUNCIL ACTION REQUESTED <br />Review the proposed Lofts plans and if acceptable, direct staff to draft: final approval documents for <br />adoption on Fekruaiy 28. <br />I
