MEETING <br />Monday, February 14, 2005 <br />7:00 o’clock p.m. <br />(/I04-3052 Eric Vogstrom, Contioned) <br />N^'hitc encouraged ine applicant to follow through with the agreements he has entered into to avoid further <br />problems. White noted a fair number of large trees were removed and are now being replaced with <br />significantly smallei trees. <br />Vogstrom stated the majority of the trees that were removed were Idm trees and CottonwiHHl trees that <br />were either diseased or dead and that he did not remove any perfectly giHid trees. <br />Wliite stated in his opinion no lurther vegetation should be removed on this property until a survey is <br />completed to determine what exactly is on the site. <br />Vogstrom stated a survey has been completed and that Staff has also visited the site. <br />White noted that buckthorn is proposed to be removed from the site, and expressed concent that other <br />trees and vegetation may be removed as well. <br />Vogstrom noted that Gafifon and Curtis have visited the site and have taken numerous photographs of the <br />area. Vogstrom stated the existing trees have been dtKumenled on a survey approximately three months <br />ago. <br />Gaffron stated permission has been given to remove the buckthorn. <br />White noted the applicant has been told not to encroach upon the adjoining city lake access and suggested <br />that the area be delineated very clearly prior to construction of the residence. <br />Vogstrom stated he is in agreement with Council Member White and noted the neighlmr to the nor»h has a <br />number of items located on the City’s projK*rty. <br />Curtis slated there are piles <»f wood, construction equipment, a Iraclur, and possibly rolls of carjiet. along <br />with other items. Curtis stated Staff would be notifying that projierty owner that the item.s need to be <br />removed. <br />McMillan concurred that this would be a good time to clearly delineate that area as City property. <br />Vogstrom staled he is in agreement with marking that area. <br />Mur|ihy noted Item 6 on page 4 of llie resolution requires a performance deposit, and inquired w hethcr an <br />amount has been determined. <br />GaITton staled the amount is $.^2.4.10, which is I .SO percent of the City tngineer’s estimated cost for <br />implementing the vegetation restoration plan. <br />pa<;e 4
