Mere restoration of the demolition site requires u <br />conditional use pennit as the structure is within 75 ’ of the lake. The applicants have also <br />proposed to remove all the retaining walls and match the existing grades on cither side. <br />The City Engineer has provided written comments, contained in Exhibit F. Staff would <br />olTer the following comments required for cofiditional use permit approval: <br />Evaluation criteria, A thorough evaluation of the water body and the topographic, <br />vegetation and soils conditions on the site must be made to ensure: <br />a. riic prevention of soil erosion or the po.ssiblc pollution of |)ublic <br />waters, both during and after construction; <br />The City Eiif^inecr has required silt fence during demolition of the <br />existing hou.se site as well as during con.struetion of the new home <br />in an effort to prevent erosion into the lake. This silt fence must <br />remain in place until the site is fully .sodded following construction <br />completion. <br />b. 'fhc visibility of .structures and other facilities as viewed from <br />public waters is limited; <br />The site sits somewhat higher than the elevation at the shoreline. <br />This shall prevent gro.ss negative view impacts from the lake. <br />c. 'fhe site is adequate for water supply and on-site sewage treatment; <br />and <br />A grading plan has been approved by the City Engineer and the <br />site is provided with City sewer. <br />d. fhc types, uses atid numbeis of watercraft that the project will <br />generate are compatible in relation to the suitability of public <br />waters to safely accommodate the.se watercraft. <br />The property, when combined, will be allowed one dock access <br />which shall also act as the sole acce.ss to the shoreline. Staff <br />anticipates all con.struetion vehicles to enter the site from Spruce <br />Place. <br />Ihcrcforc, stall llnds approval of a conditional use permit for grading within 75 ’ of the <br />lake to be acceptable as the demolition site is being restored to match the existing grades <br />on site.
