The existing <br />septic system serving the house on Lot 1/ was found to be failing <br />and leaching directly into the wetland to the south of the <br />structure. 7 lease review Exhibit J. Mr. Weckman is in receipt <br />of additional septic testing for an alternate and a principal <br />site. Review Exhibit K, Weckman advises that the existing system <br />will be altered and closely monitored to determine if the <br />proposed repairs will save the existing system. If the existing <br />system cannot be saved, a mound system will be installed to <br />northeast of the residence. <br />Review Exhibit I, the building staff was asked to sketch a <br />plan of the lower level basement area that was rented by the <br />current owner, Brent Johnson. The inspection staff has <br />confirmed that there is no longer a renter of the lower area. <br />Section 10.28, Subd. 3(a) does not allow a duplex within the <br />Rural Residential zone. The lower level cannot be used for <br />bedroom use as the windows do not meet egress requirements for a <br />sleeping room. The existing improvements can remain as an <br />accessory recreation area use for the current owners. A <br />condition of this approval must include a notice to the public <br />that duplex use of this structure is in violation of the code and <br />a disclaimer that the lower level does not qualify as a legal <br />sleeping room. <br />Issues Yet To Be Addressed By Planning Commission <br />Accessory Structure <br />Planning Commission must make a recommendation concerning <br />oversized accessory structure at 1,648 s.f. located within Lot 2.
