Zoning File #1668 <br />August 16, 1991 <br />Page 3 of 4 <br />Staff has enclosed a preliminary report by the Watershed <br />District of an original drainage plan submitted by the <br />engineering department. This plan would have involved the <br />excavation of portions adjacent to the wetland involving <br />excavations to the 1016 elevation. As the MCWD report notes, all <br />forms of retention must be above the 1018 elevation that will <br />require berming of areas above the 1018 to approximately 1019 to <br />1019.5. The City is at the stage of preliminary discussions with <br />the MCWD in order to determine the best means to provide adequate <br />retention on-site and yet satisfy water quality concerns. The <br />City's interest will, of course, be to minimize the impact on dry <br />buildable land needed for development purposes. In any case, if <br />excavations are proposed within the desginated wetland area or <br />within 26' of the designated wetland, a separate conditional use <br />permit and variance will be filed by the City of Orono once <br />development plans are finalized. <br />Once again, review Exhibit D. Note the retention area to <br />the northwest of the property and the invert along the west lot <br />line of Lot 1, Block 1. Drainage comes from major portions of <br />the school at the west. Drainage from the north comes along the <br />road from a small watershed on the east side of Old Crystal Bay <br />Road. Drainage at the northwest seems to be retained in the lov/, <br />wet area. Drainage from the school appears to fan out until it <br />finally reaches the lower elevations of the designated wetland at <br />1018. These drainageways will be addressed with the final <br />drainage and grading plans for the municipal facility. <br />dation <br />To approve the preliminary 2-lot plat of the City of Orono <br />of Lot 2, Block 1, Willow Properties Addition finding all <br />standards of the RR-IB zoning district have been satisfied. This <br />approval is subject to the following conditions: <br />1.Current owner to provide a public road to the east lot <br />line. The temporary cul-de-sac to be installed at the <br />east end per approved plans. <br />2.Owner to grant temporary access and utility easements <br />over portions of temporary cul-de-sac not located <br />within 60' road outlot. <br />3.Owner to grant flowage and conservation easement over <br />wetlands designated at 1018 elevation. <br />4.Proposed Outlot A and Outlot A, willow Properites <br />Addition to be now designated as a public road.
