Only demolition debris may be placed in the fill <br />G. Waste at the site must be stored in accordance <br />with part 7035.2853. <br />^ Subp. 5. Closure and poatclosure care for perait-by-rule ^ <br />facilities. The owner or operator must close each phase as it <br />reaches final waste elevations. The cover must consist of at <br />least two feet of soil capable of sustaining vegetative growth <br />and minimizing erosion. After closure, the site must be <br />inspected at least once each year between June and September for <br />settlement and erosion problems. All problems at the site mus: <br />be corrected within 30 days of the inspection. A site closure <br />record must be completed after closure and submitted to the <br />commissioner. A notation must also be olacedon the orcpertv <br />deed indicating the site use and location of the.waste. <br />Subp. 6. Notification of permit-by-rule facilities.^ The <br />otTni " ................................ • • • . ^ »otiner or operator of an existing demolition debris land disposal <br />facility shall submit a letter notifying the commissioner of the <br />facility's existence within 30 days after the effective date of <br />this part. The owner or operator of a new facility shall submit <br />such a letter before operations begin. The notification must <br />include the initial dace of operation, the type of waste <br />accepted, the capacity of the site, the location of the site, <br />the users of the facility, and the expected date of closure. <br />Subp. 7. Location standards for permitted facilities. The <br />owner or operator of a permitted demolition deoris land disposal <br />facility must not locate the facility on a site: <br />A. with active karst features including sinkholes, <br />disappearing streams, and caves; or <br />3. wnere the topography, geology, or soil is <br />inadequate for protection of ground or surface water. <br />Subp. 8. Design requirements for permitted facilities. <br />The owner or operator cf a permitted demolition debris land <br />disposal facility must include the following items in the <br />facility design. <br />A. Specifications tv.r the site preparation must be <br />included in the permit application completed in accordance with <br />part 7001.3300. Site preparation must allow for the orderly <br />development of the facility Site preparation specifications <br />must address clearing and grubbing, topsoil stripping and <br />storage, cover material excavation, drainage control structures, <br />and all other design features needed to prepare the site for <br />operation. <br />B. The site must be developed in phases. Each phase <br />must contain individual cells that will provide for filling to <br />final waste elevations. The owner or operator must consider <br />seasonal differences in weather and amount of waste received in <br />determining the length and size of each phase. The owner or <br />operator must bring each phase to the final waste elevations <br />shown on the ultimate development plana and the approved <br />facility closure plan. <br />C. Surface water drainage must be diverted around and <br />away from the site operating area. The drainage control system <br />must take into consideration the expected final contours, site <br />drainage pattern, the need for temporary structures, and other <br />site conditions that might affect site operations. <br />* <br />.t'.'.
