To;Chairman Kelley and Planning Commission Members
Mayor Peterson and City Council
City Administrator Bernhardson
From; Jeanne A. Mabusth, Building & Zoning Administrator
Date:
Subject;
June 12, 1991
#1650 Hennepin County Department of Transportation
Intersection of County Roads 15 and 51 -
Conditional Use Permit/Variance - Public Hearing
Pertinent Ordinances -
Section 10,03, Subdivision 19 - Conditional use permit
required for land alterations in excess of 100 cubic yards.
Section 10.55, Subdivision 8 - No land alterations are
permitted within the lakeshore protected area. Application
involves storm sewer improvements within the 75* setback
area.
List of Exhibits -
A - Application
B
C
D
E
F
G
Addendum
Plat Map
Property Owners List
MCWD Permit
Site Plan
Elevation/Spec Sheet
Review of 7UEter-the~fact Application -
The Hennepin County Department of Transportation was asked
to file an after-the-fact application involving the installation
of turn lane at the intersection of County l-v'ads 15 and 51 and
much needed storm sewer improvements ar that intersection.
Rather than delay the project, the City asked the County to file
an application and proceed with the improvement.
The storm sewer project involves the installation of
underground tiles and a series of catch basins to handle run-off
that comes from the west along County Road 51. The current stoirm
sewer system is inadequate. The current system involves a simple
underground tile and catch basin that runs along the west side of
County Road 15 and then drains eventually into the lake further
south. The inadequacies of the limited system have resulted in
major washouts in the area during heavy storms. Review Exhibit
E, the Minnehaha Creek Watershed District has already approved a
permit for the project. The Public Works Department has reviewed
the plans and also concurs with the permit from the MCWD.
f
fiatiHliUtlr
