There is some concern that a larger City Hall <br />will create additional traffic incompatible with the <br />surrounding residential area. <br />(d) County Road 19 (Park Land Site). The Committee felt <br />strongly that this site was far too residential and that use <br />for City facilities would be inappropriate for the area. <br />(e) Old Crystal Bay Road (Old Sewer Treatment Plant). <br />The Committee felt strongly that this location was far too <br />residential and that use for City facilities was <br />inappropriate. Additional concerns with the site were its <br />relative narrowness limiting flexibility in development and <br />the current layout of Old Crystal Bay Road, specifically the <br />narrowness of the road, the large curve at the entrance to <br />the site and the availability of only one access road from <br />the site to Old Crystal Bay. <br />V. Economic Considerations. Economic considerations were not <br />a primary selection criteria of the Committee for a site. It was <br />recognized that costs of new facilities will be driven more by <br />the cost of improvements built than by the cost of land. Rather, <br />the Committee sought to recommend a site which would give the <br />City the most flexibility to design and develop ultimately <br />detrmined to be appropriate for Orono. <br />Nevertheless, the Committee was aware that the principal <br />argument in favor of the Existing City Hall site and the Old <br />Crystal Bay Road site were that the sites were already owned by <br />the City and that utilization of either or both of these sites <br />would reduce land costs of new City facilities. <br />The City's facilities consultant prepared an estimate of site <br />costs exclusive of building improvements comparing costs for four <br />possible sites. The sites were (1) all facilities at the Orono <br />School site; (2) all facilities at the Old Crystal Bay Road site; <br />(3) City Hall/Police at existing City Hall site and Public Works <br />at Orono School site; and (4) City Hall/Police at Existing City <br />Hall site and Public Works at Old Crystal Bay Road site. That <br />estimate is attached to this Report as Attachment A. <br />In general the attachment supports the conclusion that there <br />is no appreciable difference in site costs of any of the four <br />sites. This is due to the fact that the cost of acquisition of <br />the Orono School Site is assumed to be substantially offset by <br />the sale of Old Crystal Bay Road site and the cost of soils <br />correction work at the Orono School site is offset by the need <br />for water/sprinkler support at the Existing City Hall site and <br />the Old Crystal Bay Road site. <br />Of course, the attachment is only an estimate and is based <br />upon certain assumptions such as the city's determination to sell <br />property but the Committee believes the attachment provides a <br />sufficient basis to reach the conclusion that economic issues <br />rv,/- <br />nl I (m. n hirinmril
