REPORT OF THE ORONO CITIZENS FACILITIES COMMITTEE <br />(b) Not in a residential area. <br />(c) Does not take residential property. <br />(d) Easy to direct people to. <br />(e) Near public facilities of a similar nature. <br />(f) City utilities available. <br />(g) Large enough for a campus of facilities with room for <br />future needs as yet undetermined. <br />(h) Open for building expansion and growth. <br />The Committee determined that there are operating <br />efficienciesr cost savings and morale benefits to City employees <br />ir__ rtP a Hall- Police Station and Public Worksior locatioA of a City Hall, Police Station and Public Works <br />Garage at one location. <br />■ <br />The Committee discussed at length the desirability of having <br />a central location within Orono for City facilities. The <br />consensus of the Committee was that prominence of location and <br />ease of access to the City facilities were more important than <br />centrality. <br />K <br />IV. Site Review. The Committee reviewed five sites which the <br />consultant and City staff had preliminarily determined to be <br />available without condemnation and feasible for location of one <br />or more City facilities. <br />The five sites and the Committee's review findings are: <br />(a) Highway 12 and Old Crystal Bay Road (Orono School <br />Site). This site meets all of the Committee's criteria. The <br />committee felt that Highway 12 is the main feeder for the <br />community, that the proximity of the Orono public schools <br />complex further reinforces the identity of Orono and that the <br />possible future development of a Hennepin County library and <br />an ice arena nearby were additional pluses. The site has <br />plenty of room for future development and utilities are <br />readily available. <br />(b) County Road 15 (adjacent to Hennepin County Public <br />Works). This site also meets all the Committee's criteria <br />but there was little interest in the site. The site was <br />considered to be somewhat small and access seemed to e <br />somewhat difficult. The site provided no real identity for <br />the City facilities or for Orono. <br />(c) South Brown Road (Existing City Hall). The site is <br />too small upon which to locate all City facilities. Even its <br />size for the proposed location of a City Hall and Police <br />Station (without a Public Works Garage) is marginal without <br />acquisition of several residential properties and/or <br />t <br />i,
