Since that time a storm sewer improvement was <br />approved and installed at the time of the County Road 15 upgrade <br />(review Exhibit I). The City Engineer comments that drainage on <br />the Itj was provided for with the County Road 15 improvements <br />and is adequate up to a 10 year storm. Gustafson recommends that <br />the flooi’ elevation shown at 934' be raised 1' to 935' for <br />gi*0ater flood protection. As in the earlier review^ the City <br />will take Conservation and Flowage Easements over the wetlands <br />and drainageways along west. <br />As already noted above, the standards for the duplex use are <br />satisfied by the proposal. Staff's only reservation is that we <br />cannot confirm actual setbacks based on the information submitted <br />for this current review, because the site plan is not drawn to <br />scale. Hardcover should not be a problem as the property is <br />allowed 7,500 s.f. total hardcover. The plan has been submitted <br />to the City of Spring Park for comment. As the applicant is not <br />filling flood plain areas, etc., it is not clear why the City <br />Engineer asks for DNR review. Staff will have confirmation at <br />your meeting. <br />At the time of the 1979 review, the County approved access <br />to the site from the private roadway subject to the City posting <br />"No Parking" signs. Access to the site must be approved by the <br />City of Orono. <br />The property has already been assessed one sewer and one <br />water unit. Based on the duplex use, the applicant will be <br />required to make payment for an additional sewer and water unit. <br />Based on the 1991 fee schedule, a water unit is $1,764.53 and a <br />sewer unit is $3,519.09. Two SAC units will oe paid at the time <br />of the Issuance of a building permit. Each unit of the duplex <br />will be served by separate independant utility lir.as. <br />Options of Action - <br />Table. To approve the conditional use permit for Steven <br />Martin for a duplex use for the property located at 3890 <br />Shoreline Drive confirming that the 30' t,treet setback has been <br />met from both street lot lines.
