PLANNING COMMISSION MEETING HELD MARCH 18, 1991 <br />(#1)ZONING FILE #1457-ALAN CARLSON CONTINUED <br />Mabusth replied, "At a height of five and half ^ feet, <br />monuments wou .d be subjeot no sighting standards <br />intersections." <br />the <br />for <br />Kelley indicated that he had no objections to Mr. Carlson s <br />revised plan. <br />Bellows stated that the revised plan is much more favorable <br />than the first plan. <br />Hanson agreed with Bellows and Kelley. <br />The Public: Hearing was continued. <br />(#2)ZONING FILE #1630-ALAN G. CARLSON <br />3140 WATERTOWN ROAD <br />CONDITIONAL USE PERMIT/VARIANCE-PUBLIC HEARING <br />Kelley opened the Public Hearing at 7:31 p.m. <br />Mabusth stated that Mr. Carlson wishes to construct a tennis <br />court on Outlet B. She said, "Normally outlets are deemed <br />unbuildable, and would, therefore, require special approval. It <br />is still not certain the degree of filling below the 9 0 <br />elevation that will be allowed by the Corp of Engineers." <br />Carlson explained, "The Corp of Engineers will allow an <br />individual to fill, under a Nation-wide Permit, up to 1"), 000 s-f. <br />Beyond 10,000 s.f. a special permit is required, but it is nearly <br />impossible to obtain. I have been fighting like crazy to 9-^ <br />approval for bike trails. The Corp has indicated that they wi^l <br />not aoprove the bike trails, but I am still fighting the issue. <br />The tennis court will only require filling approximately 2,000 <br />s.f., and the Corp has indicated they have no problem with that." <br />Mabusth asked Carlson if he knows how many cubic yards of <br />fill is being placed in the area where the tennis court would be <br />located. <br />Carlson stated that he did not know how many cubic yards of <br />fill would be required, but that he did not intend to bring in <br />new fill. <br />Bellows indicated that she did not look favorably on the <br />aspect of setting a precedent by allowing an accessory structure <br />to be placed on an outlot. She questioned how a tennis cejurt <br />could be justified when the City has consistently denied requests <br />for lake access from outlets. <br />Mabusth stated that she would look into the issue further. <br />- 4 - <br />Wfi ^1 ill aim fi d
