PLANNING COMMISSION MEETING HELD MARCH 18, 1991 <br />(#1)ZONING FILE 11457-ALAN CARLSON CONTINUED <br />opportunities to Oi.tlot C. There are six properties that could <br />be used to gain access to Outlet C. 3y providing a future <br />east/west road, as requested by the City, I have added another <br />means of access. I understand that the resolution would state <br />that I could not develop Outlot C until I can provide access." <br />Mabusth asked Carlson to indicate where, in Outlot B, the <br />970 foot elevation is located in relation to the proposed tennis <br />court. <br />Carlson indicated the location of the 970 foot elevation <br />Mabusth said, "If it is where Mr. Carlson has indicated, the <br />tennis court would encroach into the wetland area." <br />Kelley asked Carlson if he intends to install monuments at <br />the entrance to the development. <br />Carlson stated that he so intended and referred the Planning <br />Commission to the plan showing the monuments. <br />Kelley asked Carlson if ha intends to place lights on the <br />monuments. <br />Carlson indicated that he had not given any thought to <br />lighting. <br />Kelley asked Staff if Carlson will obtain private easements <br />for the maintenance of the monuments. <br />Mabusth replied, "That the resolution approving the original <br />plan had included language regarding the monuments. If the <br />monuments are placed not within the road outlot, but on the <br />adjacent residential lots, it will be necessary for Mr. Carlson <br />to obtain easements from the future land owners." <br />Bellows observed that the change in elevation may pose a <br />problem if the monuments are placed too far out of the road <br />outlot. She stated that the elevation on one side of the road <br />differs from the other, and was concerned about the need to raise <br />one monument higher to equal the height of the other. <br />Carlson stated that he would cut into the ground on the west <br />side to reduce the height to be the same as the monument on the <br />east side. <br />Kelley suggested including language in the resolution that <br />would allow the monuments to be no more than six feet from the <br />grade level of Outlot A.
