"The Planning Ccjmraission did address that. <br />We agreed that the City has a responsibility to a certain extent. <br />We did not specifically recommend against a four-lane express\;ay <br />design, which means we are being responsible to the traffic needs <br />from the V7est. However, wa also agreed that there are other <br />alternatives and that Highway 12 shou .d not be considered the <br />only alternative. I think if the Planning Commission had taken a <br />"no-build" position, that would not have been responsive to the <br />needs of the v;estern communities." <br />Kelley asked Mabusth to incorporate the revisions noted this <br />evening into the recommendation memo to Council. <br />iv' <br />(#13)ZONING FILE #1618-WILLIAM PUCEL <br />BALDUR PARK <br />PRD/SUBDIVISION-SKETCH PLAN REVIEW <br />Mr. and Mrs. Pucel were present. <br />Mabusth displayed the Pucel's Sketch Plan for a PRD on <br />Baldur Park. She said, "One of the issues before the Planning <br />Commission is whether or not you v/ould recommend approval of <br />encroachment into t.he 75 foot setback area." <br />Kelley stated that he would not recommend approval of <br />encroachment into t.he 75 foot setback area. <br />Bellows and Hanson concurred. <br />Mabusth asked if the- Planning Commission v/ou .d recommend <br />approval of a hardcover Variance. <br />Kelley, Bellows and Hanson unanimously replied- "No." <br />ivelley said, "Every time I drive out on Baldur Park Road, I <br />am awed at the thought of more development occurring out there, <br />especially in the low-lying wetland area." <br />Bellov/s and Hanson agreed with Kelley. <br />Mr. Pucel noted that there is approximately 22,000 s.f. of <br />buildable area that is above t.he flood plain.
