PLANNING COMMISSION MEETING HELD MARCH 18. 1991 <br />(#12)HIGHV7AY 12 CORRIDOR RECOMMENDATION CONTINUED <br />recommendation to refer only to a minimum width right-of-way <br />design in lieu of stating four-lane. <br />Kelley answered affirmatively <br />Hanson said, "I would v;ant to recommend a four-lane, but I <br />am willing to concur with the recommendation as is." <br />Kelley stated that the Planning Commission further <br />recommended that HLghv/ay 1? not be tne only alternative <br />considered to address Regional traffic flows and pressure from <br />the communities west of Delano. He referred to the Planning <br />Commission's recommendation to divert traffic to Highway 55, and <br />Gaffron displayed an area map showing where a connection betv;een <br />Highways 12 and 55 could occur. <br />Rellows stated that she would like the recommendation m-.^mo <br />to Council to indicate that the vote was six to one. <br />Kelley stated that the only other addition to the memo would <br />be Bellows suggestion regarding opposition to possible <br />consideration by MNDOT to select the Ljce Line corridor. <br />Howard MacMillan asked if the term "minimum width right- <br />of-way referred to another design option other than freeway o>: <br />expressway. <br />Kelley explained that minimum width right-of-way could refer <br />to an expressway or free\/ay design. He added that he is aware <br />that at some future time, a tour-lane highway will be needed. <br />Kelley noted the Planning Commission specifically recommended <br />against a freeway. <br />Hanson indicated that he does not want the Planning <br />Commission recommendation to allow for a piece-meal development <br />of a road tliat v;ill be large enough to address existing and <br />future traffic needs. He would rather see consideration given to <br />what will be required in the future, and a road constructed to <br />address that requirement. <br />Kelley urged those in the audience to contact the City <br />Councilmembers and express their point of view. <br />^0 <br />Bellows also encouraged everyone to attend the March 25, <br />1991, Council meeting where tht Planning Commission's <br />recommendation will be presented to the Council. <br />George Johnson stated that he has not heard anyone speak of <br />the City's responsibility to the suburbs west of Orono. <br />- 22 - <br />,tf
