Staff Recommendation. <br />a) Staff recommends approval of the hardcover variance for both properties resulting in a net <br />decrease. <br />b) Staff continues to recommend denial of the lot area variance for the guest house use. Staff has not <br />identified practical difficulty to support a 2nd dwelling unit on the property. The variance to the <br />required minimum lot area for a guest house use is at odds with Orono’s density standards and is <br />not necessary for the applicants’ enjoyment of property rights. The Oares are permitted to <br />maintain plumbing facilities in the existing house with a restrictive covenant addressing the use as <br />an accessory building with full plumbing. <br /> <br />COUNCIL ACTION REQUESTED <br />Direct Staff to draft a resolution reflecting Council’s decision for adoption. <br /> <br />Exhibits <br />Exhibit A.
