Rezoning and creation of the <br />the Rebers subdivision are housekeeping matters included for <br />convenience and designed to facilitate future deve^^^^ <br />the remaining Rebers property. .’^•'tf POints out the effect <br />these applications have in opening the entire parcel for <br />development in the forseable future. <br />The applicants understandably desire an expedited "view concentrating <br />Monrknald*s site. However, decisions made for this site <br />SiU ha^ perifnint implications for the Rebers pro^rty <br />as well as for other adjacent properties. Services and <br />needed here must accommodate these other areas as we11^ <br />j a-rt skvercise extra foresight and care in tnis review to <br />^liSinftrconflicts or problems that would otherwise surely follow <br />in the very near future. <br />OUTLINE OF ISSUES AND RECOMMENDATIONS <br />There are six basic issues which need to be reviewed for these <br />applications. These have been divided into separate reports <br />for clarity, with my recommendations suimiarized as follows: <br />1.BASIC LAND USE. The property has been zoned B-1 commercial <br />since at least 1967. The proposed subdivision and the <br />?eqS?r “^n?rinlTitrthr!arSsrtectIo^^ <br />plan. The issue is not appropriateness of location or use. <br />The issues are availability of sewer and water, and adequacy <br />of drainage and access improvements.
