I have enclosed <br />Gaffron's report confirming for you that septic capacty is not a problem <br />for the Pula property (Exhibit A & B). <br />•t <br />At that same June meeting. Planning Commission discussed the need to <br />amend Section 10.20, Subdivision 3 (G) in order to address the special <br />needs of guest apartments. <br />If the code is to be amended in order to establish separate standards <br />for guest apartments consider the following issues: <br />1. Area standards must be addressed whether properties are sewered or <br />not sewered - If properties are required to meet 100% of the standards <br />for a single lot, how would this help the applicant? His lot contains <br />.9 acres in a 2 acre minimum zone. <br />2. Time limitations should be considered with each individual appli­ <br />cation. Council has asked each applicant to provide proof that guest <br />apartment is still used by relative(s) - In one application an appli­ <br />cant was asked to annually confirm in writing the guest apartment is <br />used by original occrpcrt. In another application, the owner stated <br />he wished the apartment use for 4 years for his son and son's spouse. <br />3. A change in occupancy requires notice to the City. Should guest <br />apartments he limited to use of relatives? <br />4. Whac limits or physical structures - access through main <br />house, size of area of apartment, others considerations dealing with <br />structural design? <br />5. Off-street parking for apartment <br />Planning Commission must make a recommendation for the Pula <br />application in consideration of the existing ordinance. If you vote to <br />recomend approval you must also approve an area variance of 3.1 acres. <br />(Even if the code is amended, the applicant would require an area variance <br />of 1.1 acres.) Approval should he conditioned on the following:
