City will ask applicant to advise if <br />1 remaining unit is to be assigned to new school. Additional <br />units were made available to this property as a result of the <br />Orono, Medina, Long Lake interceptor project of a few years back. <br />If school requires more than 1 sewer unit, applicant must <br />petition City for additional units. <br />The property is located within the Highway 12 planning study <br />area. The limited development ordinance to be considered by the <br />Council at their October 7th meeting will place restrictions on <br />ail development within the defined area. Note State Statue <br />462.355, Subdivision 4 excludes subdivisions that have received <br />preliminary subdivision approval. The application is scheduled <br />for Council review on the same Jite. The interim ordinance, <br />effective once published, will not have any effect on this <br />application but will create prcolems for the conditional use <br />permit for the school use. We v/iil address this issue in the <br />review of application #962. <br />Staff Recommendation <br />To approve the two lot plat subdivision application by <br />Willow Properties subject to the following conditions: <br />1. Formal plat to designate all wetland areas and City to <br />acquire fiowage and conservation easments over drainage <br />easements . <br />2. Engineering plans for access road to serve library site <br />aiid future school. <br />3. Mainentarce covenants to cover maintenance and upkeep of <br />roadway. <br />4. Payment of park fee of $200.00 for Lot 1. <br />5. Approve sower service to school - applicant to advise <br />City if additional sewer units over 1 assessed unit are <br />necessary and if so applicant must petition City for <br />additional units.
