The applicant <br />complied with all staff ’ s requests for specific erosion <br />control steps. Photos were taken of the banks in early <br />spring for your review. The banks have restored <br />themselves with the natural ground allowed to return— <br />photes taken June 13, 1985 will.confirm restoration. <br />The applicant was asked to submit a landscape plan <br />showing replacement of trees, planting of shrubs and <br />safe access to lakeshore. Applicant was specifically <br />asked to show how acces-. stairs would tie into the old <br />boat house foundation and, if permitted, new deck. The <br />landscape plan has been submitted for your review—see <br />Exhibit D. <br />3. A non-conforming structure or boat house located 4-5 <br />feet off the shore had been dismantled except for threo <br />sides of the foundation walls. The remaining <br />foundation provides much needed stability for the bank. <br />The applicant was in the process of constructing a deck <br />within the foundation walls. He was asked to stop all <br />construction of the deck and it remains as it was on <br />March 13th—photos were taken July 13, 1985 for <br />confirmation. <br />The applicant will replace the mature trees removed last spring. <br />submit’^^roofT^^^h" advise if they still want the applicant tosubmit proof from his landscape contractor confirming that trees were <br />diseased or dead. There is no panic <br />h^v^ require immediate planting because the banksnave restored themselves. <br />The real issue now is the remaining boat house structure. To remove <br />create major problems for this very steep bank, <br />lo fill over the skeleton of the foundation is not feasible given the <br />steep bank and the closeness of the structure to the water. The <br />applicant wishes to improve the look of his lakeshore but most <br />important to provide safe access down the steep hank. <br />Staff suggests that as a compromise the City allow the 12' x 16' <br />foundation to be used as a part of the structure that provides access to <br />lake. It the deck platform remains, a 36 inch railing must be provided <br />around all open sides. The 4 ' wide access stairs must be structurally <br />tied into the platform/foundation. The visual impact from the <br />lakeshore would be minimized with the reduced structure and the <br />proposed plantings.
