ORONO PLANNING COMMISSION MEETING HELD AUGUST 20, 1990 <br />ZONING FILE #1575-DAYTON CONTINUED <br />Mabusth replied, "We have heard concerns about the need for <br />a noise barrier. Fencing may be appropriate. She noted that <br />schools are a permitted use in residential areas, but believed <br />that fencing may be necessary." <br />Bellows questioned whether the conditional use permit could <br />be renewed on an annual basis. <br />Mabusth stated that such a condition could be included. <br />It was the consensus of the Planning Commission that fencing <br />would be appropriate in this case. <br />Mr’. Dayton asked to have the opportunity to work with staff <br />to determine the most appropriate location for the fence. <br />Rowlette asked Mr. Dayton whether if he had looked at other <br />locations for this use. She indicated that she did not approve <br />of the pre-school being located in this residential area. <br />Mr. Dayton replied, "We did look at other facilities to find <br />something that would provide the right environment. This <br />location in our mind was most suitable. Vie did consider a few <br />other sites that were eliminated due to various circumstances." <br />There were no further comments from the public and <br />Public Hearing was closed. <br />the <br />It was moved by Bellows, seconded by Johnson, to recommend <br />approval of the conditional use permit for a <br />pre-school/kindergarten, contingent on the applicant working with <br />staff to define an adequate play area that will provide security <br />to keep the children in and a certain degree of acoustical <br />control. Staff may also determine whether plantings are <br />appropriate in addition to fencing. Prior to opening, the Orono <br />building inspector shall review the facility to determine the <br />need for interior signage for fire exits. The building inspector <br />shall also evaluate the building to determine if there is need <br />for any other improvements prior to use by young children. Mr. <br />Dayton interjected that they have a schedule with the Hennepin <br />County Fire Marshall to come to the facility. Mabusth added that <br />it would be helpful if the building inspector could be present at <br />the time the Fire Marshall visits the site. Bellows asked that <br />decals be placed on the sliding glass doors. Further that staff <br />determine that the appropriate permits were obtained for the pool <br />covering and that the City standards have been met, particularly <br />for drainage. The conditional use permit is to be reviewed at <br />the end of the academic year. Mr. Dayton noted that the <br />Gregories are in favor of this proposal. Hanson asked whether a <br />maximum should be put on the number of students that may be <br />enrolled. Bellows amended her motion to restrict the number of <br />- 19 -
