Dayton replied, "That is correct, v;e would operate from <br />9:30 u'.m. to 12:30 p.m. each day. We will not exceed three hours <br />per day, Monday through Friday. There will be no operation <br />during the summer." <br />Mr. Bohach asked whether there are any plans for an outdoor <br />recreation area. <br />Mr. Dayton replied, "Any recreation area <br />simple and natural. It would not promote <br />playground activities." <br />would be very <br />loud, typical <br />Mr. Bohach said, "Due to the topography of the area, it is <br />easy to hear normal tones of conversation throughout the <br />neighborhood. Noise would pose a problem." <br />Mr. Dayton replied, "The school will operate mainly during <br />winter months for three hours per day. More than likely 2^j hours <br />will be spent indoors and there will minimal outdoor activities." <br />Bellows noted that outdoor recreation is not a requirement <br />of programs as short as Mr. Dayton is proposing. She questioned <br />whether it would be appropriate to restrict outdoor activity to <br />address the concerns of the neighbor. <br />Mr. Dayton replied, "V/e would like the ability to go outside <br />for a short break." <br />Mr. Bohach questioned whether the residential structure will <br />have adequate septic system capacity for this use. <br />Mr. Dayton replied, "It is my understanding that the septic <br />system is fairly new. There are three bathrooms in the facility. <br />It is my understanding that the septic system will easily handle <br />three hours per day." <br />Gaffron confirmed Mr. Dayton's comments. He said, "The <br />system is two years old. This is the second system for this <br />property and we have not looked for a third site. There was <br />originally a trench system on the property that never functioned <br />properly." <br />Ms. Bohach stated that she did not want to be responsible <br />for other people's children. <br />Bellows stated that Ms. Bohach's comments raise the issue of <br />whether fencing is appropriate. <br />- 18 -
