I <br />Zoning File #1516 <br />April 13, 1990 <br />Page 4 of 7 <br />Lot 1, Block 2 containing an existing caretakers house <br />(which was reconstructed approximately 2 years ago) has a new <br />septic system and a tested alternate site adjacent to it. <br />In summary, each of the 4 lots contain the required primary <br />and alternate drainfield sites. <br />C. Proposed Outlets <br />The subdivision proposes 2 outlets for future development, <br />these being Outlet A west of the artificial lake, and Outlet B to <br />the north. The Orono^ SubdivlRion Code requires that any outlets <br />created within a subdivision be documented as to specific purpose <br />and future intended use and conditions must be defined under <br />which those outlets can be developed. <br />Outlet A will not abut any public or private roadway, and <br />contains a significant portion of the artificial lake area. <br />Absent any specific restrictions intended by the applicant except <br />that this outlet would be for "future development", staff would <br />suggest the following restrictions on Outlet A: <br />A. Future development or construction of any sort within <br />Outlet A requires City Council approval. <br />B. Subject to future septic testing to verify drainfield <br />sites. <br />C. Subject to future provision of suitable road access per <br />City requirements. <br />D. At the time of future development. City will require <br />Flowage and Conservation Easement over the artificial lake. <br />Outlet B to the north under the current scheme would abut <br />the road outlet but not have the required lot width at the 50' <br />setback line to be considered bulldable without a width variance. <br />This area is also intended for no current development and staff <br />would recommend similar conditions as for Outlet A. <br />land.Each of these outlets has about 5 acres of dry bulldable <br />D. Wetlands, Ponds, Etc. <br />The proposed building site within Lot 2 is centrally located <br />within that lot, and the proposed site plan (Exhibit G) indicates <br />that a 75' setback from the artificial lake area will be <br />maintained. This lake is approximately 8 acres in area, and is <br />not "meandered", hence property ownership continues through the <br />bed of the pond.
