• r 1 <br />1. <br />2. <br />3. <br />4. <br />0::0N0 COUNCIL tnSETING HELD JANUARY 12, 1976 <br />The Conmiaslon reconmendad to the Council approval <br />of the fill and drainage plan with the following <br />stipulations: <br />That the plan allow only the normal fill and <br />grading required for the house plan previously <br />presented to the City. ^Only natural fill materials be allowed in the <br />house construction. <br />That the City Engineer approve the plan. <br />That the retaining wall be taken out of the <br />plan and the area left in its natural state <br />A letter from Engineer Rick Sathre» representing j <br />the City’s Engineering Department, stated ttati ni, <br />: * . • ' <br />"In accordance with your letter of January 6/ 1976, <br />I have made an on*slte inspection of the subject' <br />property and have the following comments and <br />reconinendations. <br />The plan as submitted, entitled Drainage Plan, <br />Proposal A, calls for the gradii^ of a drainage <br />ditch on the southerly edge of Femdale Road <br />to the east. This ditch, if constructed, would <br />Z feel, result in the loss of several large <br />trees easterly of the proposed house location <br />in the right-of-way of Perndale Road. A dit^, <br />if constructed, would necessitate the installation <br />of two culverts; one each under the existing <br />driveway and the proposed driveway. These <br />consequences of constructing the ditch as <br />proposed, lead me t‘ believe that this is not <br />the proper solution wO this drainage problem. <br />X would recommend that the owner be directed to <br />retain the low area along Femdale Road and his <br />northifesterly property line in its natural <br />state and to construct a flat drainage swale <br />between the two elm trees (to the west of the <br />proposed house) and the westerly property <br />This ditch should have a bottom elevation of 933. <br />Under this proposal, the minimal amount of <br />water normally entering this drainage way would <br />be percolated into the soil, thereby creating <br />no direct nm-off to the lake. Zn the event of <br />•n large rainfall, however, the swale would <br />allow the water which is backed up, to overflow <br />into the lake. Zf these reeonswndations are <br />followed, the low area will function very much <br />as it does presently, in that the overflow m the <br />lake at present, occurs whan the water reaches <br />933 elevation. This oeeurs after the pocketing <br />of water to a depth of roughly 5 inches.
