If Christine Drive was continued directly east <br />through the Kreb and Marklund properties to connect, <br />this would split Marklund's proposed Lot 1 into two <br />parcels, each less than 1 acre. Additionally, the 25' <br />of additional right of way corridor along Marklund's <br />east lot line would cut through the end of their house. <br />3. Per Exhibit I, the City Engineer is now <br />recommending that Christine Drive be continued east and <br />southeast through the Marklund and Ducharme properties. <br />This would appear reasonable topographically, but <br />leaves Lot 1 short of 2 acres. Glen indicates that <br />there will have to be a cooperative effort by Ducharme <br />and Marklund for this to work. <br />4. Does the Planning Commission have any inclination <br />to approve the proposed subdivision without an access <br />outlet? Further, does the Planning Commission have any <br />inclination to approve such a subdivision without <br />designating an access corridor to the east via an <br />outlet? <br />5. In staff's opinion, the resulting lot from the <br />proposed lot line will be extremely limited as to house <br />locations, since the area of suitable slopes for the <br />probable mound system and alternate site leaves very <br />little area in which to construct a house. My sense is <br />that the mounds would likely be in the area of 6-7% <br />slopes (See Exhibit F). There also may be some concern <br />about a drainage way in the east half of the property <br />affecting septic sites. FinaJ ly, an alternate site for <br />Lot 1 must be found, but slopes averaging 18% south of <br />the house raise some doubts as to whether this is <br />possible. <br />Staff RecosMendation - <br />Planning Commission should address the following issues: <br />1. Access allowable via easement rather than outlet <br />or flag lot? <br />2. Provision of outlet for future access to the east? <br />Where? Does the road have to be constructed new? <br />3. Substandard area of Lot 1 based on Engineers <br />proposal? <br />4. Alternate drainfield site for Lot 1? Viable <br />building site for Lot 2? <br />Please also review the comments of the City Engineer, <br />Exhibit I.
