The attached items in <br />Exhibit A have been submitted, and the City Engineer has <br />revisited the site to gain a better sense of the applicant's <br />goals in constructing these walls. <br />Generally, the City's philosophy in past applications has <br />been to allow retaining walls at the lakeshore in cases where <br />they are the only reasonable method of protecting the lakeshore <br />bank from erosion or slumping. The intent is to maintain the <br />character of the lakeshore as natural as possible by providing as <br />much stability as is necessary to keep the hill sides and banks <br />in place. <br />Also, in general the City in most past applications has not <br />allowed retaining walls merely for aethestic reasons or for <br />convenience of maintenance. In a few past cases, where it was <br />shown that changes to lakeshore grade would bring the lakeshore <br />back to a pre-existing condition, grad*^ changes have been <br />allowed (case in point is a steep uniformly sloped lawn area for <br />James Hoff at 2056 Shadywood Road, in which he was able to prove <br />by soil borings that the lakeshore yard had been filled to create <br />the non-characteristic slope, and he was allowed to revert it <br />back to original grades). <br />In the Downev request currently being considered on Casco <br />Point Road, again the Engineer's recommendation is to construct <br />only the minimal walls which are necessary to retain the banks. <br />In th*e Henrich application, the only area that is exhibiting <br />erosion and instability is at the easterly end of the proposed <br />two wall system. This is a steep slope (approximately 2:1)
