This property is partially located within the City of <br />Minnetonka Beach, hence hardcover calculations were based <br />only on the area within the City of Orono. <br />5. Hardcover on the property prior to construction of the most <br />recent deck area (Item H of the Staff Hardcover <br />Calculation), would have been 42.6% in the 75-250' zone. <br />After deck construction the property as of March 1990 <br />contained 47.3% in the 75-250' zone. Hardcover in the 0-75' <br />zone includes wooden walkway, stairs to the lake, and a <br />gravel parking area, totaling 22.7%. The paved roadway is <br />excluded from the hardcover calculations. <br />6. Hardcover calculations submitted by the applicant with the <br />application appear to be incomplete, hence for discussion <br />purposes the staff calculations should be used. On the <br />preliminary landscaping plan submitted, applicant's <br />landscape architect has used the staff base numbers and <br />suggests that the following improvements to the property <br />would yield a reduction to 31.7% in the 75-250' zone: <br />a. Reduction in amount of sidewalks in lakeshore yard. <br />b. Reduction in size of concrete patio adjacent to second <br />house on property. <br />c. Replacement of all plastic lined landscape areas with <br />permeable fabric, elimination of rock beds where <br />feasible. <br />d. Reconstruction of rear patio/storage area adjacent to <br />shed, with that area reverting to a non-hardcover <br />status. <br />e. Additional porches and deck amounting to 505 s.f. <br />7. Applicant should be advised that the City Council currently <br />considers landscape areas lined with plastic orperroeable <br />fabric to be considerad as hardcover. Also, there is some <br />question as to whether the proposed gravel storage area <br />would be considered as hardcover depending on the use of <br />that area, the items stored in that area, and how the area <br />is constructed. Inclusion of that area as hardcover would <br />add abour 480 s.f., resulting in as much as 36.3% hardcover. <br />Discussion <br />ApPjlicant has paid the after-the-fact application fee for <br />the variance request, and has stated his willingness to resolve <br />the hardcover issues on the property in order to go ahead with <br />his proposed landscaping work.
