MacMillan <br />Whitney MacMillan <br />The applicants have provided copies of a number of signed <br />consent forms for the various apparent ownerships. Of <br />course, the final plat drawings will need to be signed by <br />all parties. <br />3.Three of the existing 6 tax parcels contain existing <br />residence structures. The other 3 parcels are vacant. Two <br />of the developed parcels and 2 of the vacant parcels do not <br />abut a public right-of-way or a platted private road outlot. <br />Discussion - <br />The intent of primary applicants Mr. & Mrs. Whitney <br />MacMillan is to create 1 new building site upon which to <br />construct 1 new single family residence. Staff has determined <br />that a plat is required. While it may appear that this could be <br />accomplished by merely rearranging lot lines, a simple metes and <br />bounds rearrangement to accomplish the applicants' layout would <br />result in extremely complex legal descriptions which the County <br />Surveyor's office likely would reject. Also, only platting <br />allows the dedication of private road outlots and easements, <br />which the City will require in this application. <br />A. Existing Roads/Driveways <br />All of the existing houses are served by private easement <br />roads or shared driveways (see staff sketch E-2). A separate <br />shared driveway serves 1620 Pox Street and 1700 Pox Street, plus <br />the tennis building and caretaker house adjacent to it. <br />Further east, a private easement road serves 2 existing <br />residences within the subdivision plus an additional 3 residences <br />outside the boundaries of the subdivision. This private road <br />also connects through Orono Orchard Road to the Hamm property to <br />the east. <br />The new building site is proposed to be approximately midway <br />between the houses at 1560 and 1620 Fox Street. This building <br />site is intended to be served with a driveway shown as a dashed <br />line on Sketch E-2. <br />1
