I <br />Background <br />The Big Island Veterans Camp was re-opened for day camping in July, 1988, <br />after a period of clean-up and renovation. A number of the Camp buildings <br />had fallen into disrepair and 32 of the 43 buildings on the Camp property <br />were razed in 1988. The eleven remaining buildings were either ^enovated, <br />secured or converted to storage use prior to Camp opening in July, 1988. <br />In 1989, 2 new picnic shelters were erected - one of which includes toilet/ <br />shower facilities. <br />Objective <br />This document sets forth the planned renovation of existing buildings and <br />facilities as well as the construction of new buildings and facilities. The <br />strategy throughout our planning activities has been to integrate the follow' <br />ing characteristics: <br />1. Project Approach <br />Each of the projects set forth in the plan is of a defined scope and <br />will be initiated separately. While multiple projects may be under <br />way at a given point in time and may support or rely on each other, <br />the focus on approved projects will ensure their timely completion. <br />2. Incremental Funding <br />As funding is made available to initiate a given project, application <br />for its initiation will be made to Orono. This attribute also allows <br />us to focus on current project completion before initiating ether un­ <br />funded projects. <br />3. Project Priority <br />Projects are arranged in priority in order to support the planned <br />evoluT-ion of Camp operations. <br />4. Flexibility <br />This plan represents our best plan for renovation and reconstruction. <br />Some level of flexibility in priority and projects will be required <br />but will be kept to a minimum.
