MINUTES OF THE PLANNING COMMISSION MEETING SEPTEMBER 18, 1989 <br />ATTENDANCE 7:00 P.M. <br />The Orono Planning Commission met on the above date with the <br />following members present: Chairman Kelley; Planning <br />Commissioners Cohen, Bellows, Hanson, Brown and Moos. The <br />following represented the City staff; Building and Zoning <br />Administrator Mabusth, Assistant Planning and Zoning <br />Administrator Gaffron and City Recorder Scheffler. CounciImember <br />Goetten was also present. <br />tl457 ALAN CARLSON <br />3140 NATERTHON ROAD <br />PRELIMINARY SUBDIVISION <br />PUBLIC HEARING 7:00 P.M. TO 7:55 P.M. <br />The Affidavit of Publication and Certificate of Mailing were <br />duly noted. <br />The applicant was present for this public hearing, as was <br />Mr. Gary Peterson, Mr. Jerry Sunde, his surveyor, and Mr. Steve <br />Schirmers, his septic consultant. <br />Building and Zoning Administrator Mabusth provided a brief <br />introduction of the proposed subdivision. <br />Chairman Kelley observed that the "flag lot" would not meet <br />the required lot width. Mabusth said that a lot width variance <br />would be required for that lot and that staff was presenting two <br />options for accessing that lot. <br />Mr. Doug Merz, 3195 Watertown Road, asked in what direction <br />water from the wetland flowed? <br />Mabusth explained that the water came from the north from <br />Claussen Lake and flows toward the south. Mabusth said that <br />there is a large wetland that drains from the Eisinger property <br />through a drainageway under the railroad tracks. The southern <br />one-third of the property drains to the south and then exits at <br />the southeast corner. <br />Chairman Kelley noted that the applicant is proposing to <br />install a retention pond to slow the movement of water leaving <br />the property. <br />Mr. Sunde said that the Minnehaha Creek W>if*r^>ed District <br />will require the developer to not exceed ,^T«-ievelopment <br />discharge. Mr. Sunde explained the applicar.'* ic proposal to <br />control drainage. <br />Ms. Carol Senn, owner of property to the west of Mr. <br />Carlson, asked whether the pond would be located close to her <br />property line.
