However, due to <br />high material and labor costs, they have adjusted their plans. The applicant is now requesting <br />approvals in order to construct an attached garage addition on to the existing home. The rear <br />porch addition will meet the required setbacks, the proposed garage addition will require front <br />yard and side yard setback variances. <br /> <br />The subject property (represented by the thick black line on survey) extends into/overlaps with <br />a described railroad right-of-way easement (dashed line highlighted yellow on survey) see <br />Exhibit C and the image on the right. The proposed addition, shown in blue, encroaches into <br />this railroad easement area by 3.1 feet, creating <br />a setback of 4.4 feet from the northern property <br />line. <br /> <br />Practical Difficulties Analysis <br />Applicant Submittal Information: The applicant <br />has provided supporting documentation <br />regarding Practical Difficulties attached as <br />Exhibit B, and should be asked for additional <br />testimony regarding the application. <br /> <br />Planning Staff Practical Difficulty Analysis: Staff <br />finds the LR-1A zoning district requirements, lot <br />size, width, and the unique configuration <br />without actual road frontage abutting the Luce <br />Line Trail create some practical difficulties for <br />development. The existing detached garage is <br />constructed right up to the property line within <br />Application Summary: The applicant is requesting front yard and side yard setback variances <br />in order to construct an addition to the existing home. <br />Staff Recommendation: Planning Department Staff recommends approval.
