The City of Orono is an Equal Opportunity Employer <br />preparation of staff reports and recommendations, <br />• Oversee the issuance of building permits, and building inspections. Administer the <br />online permitting system. <br />• Supervise and manage Code Enforcement activities for the city. <br />• Provide planning expertise to the staff, City Council and community to address a wide <br />range of issues, problems and projects. <br />• Review and evaluate new concepts, developments, and approaches in order to determine <br />applicability to community development functions. <br />• Build and maintain effective and respectful relationships with advisory groups, <br />commissions, and the City Council. <br />• Serve as the staff liaison to the City’s Planning Commission, and in that role, prepares <br />reports and agendas, conducts research, provides advice, guidance, and direction, and <br />provides training and professional development for these committees. <br />• Serves as the staff liaison to the Code Review Committee, and in that role, recommends <br />revisions to city land use regulations, plans, policies and procedures to adequately <br />respond to the current development environment, and to effectively meet the city’s needs <br />and goals. <br />• Responsible for the preparation of recommendations, background reports, documents and <br />presentations to the City Council and others as appropriate. <br />• Respond to public inquiries concerning City land use plans, policies, and ordinances and <br />development review procedures in a positive and courteous manner. <br />• Attends staff, community, committee and council meetings as necessary. <br />• Meet with developers, architects, and engineers to evaluate current development review <br />proposals. <br />• Collaborate with City officials, staff, developers, property owners, and the public in a <br />positive manner that seeks effective solutions to problems and concerns, using creativity <br />and sound judgment to resolve differences and respond to anticipated and unanticipated <br />challenges. <br />• Plan and coordinate the process for the periodic update of the Comprehensive Plan, and <br />provide staff leadership to ensure the Comprehensive Plan update is completed in a <br />thorough and timely manner. <br />• Insure the maintenance of accurate and complete records of departmental activities <br />related to licenses, permits, development projects and special studies, and the production <br />of related maps and diagrams. <br />• Study and determine standardized work procedures to expedite workflow, increase <br />efficiency and effectiveness of operations to accomplish thorough, consistent, and timely <br />review of development proposals. <br />• Develop an annual budget covering all functions of the Community Development <br />Department, and monitor expenditures to ensure compliance with the budget. Assure <br />effective and efficient use of budgeted funds, personnel, materials, facilities and time. <br />Manages department budgets and assists in the preparation of the City’s capital <br />improvement plan, the strategic staffing plan, and annual City budget. <br />• Administer grants and apply for new grants and awards as apparent or assigned. <br /> <br />Required Knowledge, Skills and Abilities <br />Knowledge: <br />• Administration and Management — Knowledge of business and management principles <br />involved in strategic planning, resource allocation, human resources modeling, leadership
