Koltes states she for- <br /> got to bring the dogs in the house prior to leaving. She - <br /> was notified by the officer of the noise problem as being <br /> a continuing one. Koltes stated she has a kennel permit. <br /> Koltes added, her dogs have been shot on occassion by pellet I <br /> guns. It was also noted that the license expires on April <br /> 30, 1981 . The reporting officer finally got ahold of Mr. <br /> Block at 1610 hrs and advised him the possible action <br /> to be taken would be to contact City Council members and <br /> advise them of the complaints as his license expires on <br /> April 30, 1981 . It was also advised to call the City <br /> Offices and make them aware of the complaint so that they <br /> would be aware of it � at license renewal time. Mr. Block <br /> agreed to try that rather than go formal complaint at this <br /> time. <br /> The next case file is #81-2473 dated May 5, 1981 at 1005 hrs. <br /> Ms. Shirley Pavlak of Bayview Place, registered a complaint <br /> of barking dogs in Bayvi�w Place. The address given showed <br /> to be the same place and dog of an earlier complaint the <br /> last few days of April. Num�rous dogs were outside barking <br /> at Bayview Place. The kennel license was to have been up <br /> on April 30. No apparent renewal has taken place. The re- <br /> porting officer knocked on the door for about 10 minutes <br /> before arousing a male sleeping on the floor. The music <br /> from the radio was also very loud. The renter of the house <br /> previously spoken to was not home. The occupant, Stuart, <br /> was told to shut the musci off and keep the dogs inside. .. <br /> The next case file was on May 2, 1981 at 9:47 at 2300 Bayview. <br /> Mr. Block was the complainant on this one and reports dogs <br /> barking at 2300 Bayview. Numerous complaints have been <br /> received in the past. Received the second complaint at <br /> 10:25 after no dogs could be heard by reporting officer on <br /> the first call.:after, waiting in the area for approximately <br /> 13 minutes. On the second call, the owner arrived just <br /> prior to the reporting officer. Reporting officer told <br /> Mrs. Koltes she had to keep her dogs in the house so they <br /> would not disturb. The officer also observed a dog not <br /> seen before. The owner stated she was applying again for <br /> a kennel permit. Reporting officer spoke with the reporting <br /> party who was advised to contact the City Offices with other <br /> neighbors as a possible way to stop the acquisition of a <br /> kennel permit. <br /> We have further researched all of the other names on the <br /> petition, and we particularly note a comment by Mr. & Mrs. . <br /> Larry Nelson of 2350 Olive, that one of her Afghans that <br /> was left out late at night attacked their dog which is on <br /> a chain. The Afghan was supposed to also have bit their <br /> daughter. We do not find such a report on file. We do <br /> not have any reports on file from the Christiansens, <br /> Williamsons, Carlson, or from Mrs. Dale Matson of 2200 <br /> Bayview Place, recorded in reference to the dogs. <br />
