� � <br /> DATE: June 18, 1981 <br /> T0: Tom Jacobs <br /> FROM: Chief Mel Kilbo <br /> SUBJECT: Koltes Dog Kennel Permi-t <br /> A review of police department records has been done <br /> relative to the petition. The first case file that <br /> comes to Aur attention is #80-112 which is dated Jan. <br /> 9, 1980. This is a dc�g bite report from Methodist Hosp. <br /> Emergency rece�iving room involving the bitten party, <br /> Mary Koltes. The party was bitten by her ov,m dog. The <br /> dog bite report was taken pursuant to state regulations. <br /> The next case file is #80-3055 dated June 23, 1980 and <br /> this is a report by Mary Koltes advising that somebody <br /> had fired what appeared to be a gun at their dog. The dogs <br /> were supposed to have been on a balcony patio of her home. <br /> There is no evidence of a projectile striking. Complainant <br /> stated that one of her four dogs was shot last year. The <br /> reporting officer was aware that many of the neighbors were <br /> unhappy with the dogs and their barking. <br /> The next offense report is dated Oct. 17, 1980, case file <br /> #gp-5276, the complainant was Gene Block of Bayview Place. <br /> Mr. Block advised that his neighbor, Mary Koltes has as <br /> many as six dogs in the house. He stated that she lets <br /> her dogs out on the porch, they bark when ever anybody <br /> walks by on the street or when any other dogs or animals <br /> come into the yard. Stated that the dogs do interfere witl� <br /> his normal hours of sleep. The reporting officer went to <br /> talk with Mrs. Koltes about the dogs, and found four dags <br /> at the house. She did have licenses for the dogs. She <br /> did have a kennel licen se. She stated she did have one <br /> female in heat, I informed her that any females in heat <br /> should be confined inside. <br /> The next complaint in our records is dated April 27, 1981 , <br /> case file #81-2296. It was a complaint by Sherrie Block, <br /> at 10:16 in the evening. She states that she and the <br /> neighbor, Shirley Pavlok of Bayview Place reported a con- <br /> tinuing problem with noise coming from dogs at 2300 Bayview. <br /> Dogs are owned by Mary Koltes. Owner was not home at the <br /> time while the reporting officer was there. He did observ�: <br /> five dogs on a deck adjoining the residence. The dogs wer�e • <br /> free to go in and out of the house. Reporting parties stated <br /> they were willing to sign a complaint to resolve the problem. <br />
