<br />Regarding your comments relative to the November 9, 2015 worksession, the City Council has the obligation to <br />establish appropriate land uses throughout the city. In 2015, and with the Comprehensive Plan in 2019, they did <br />not choose to add density or change the land use for your area. Further, regarding the comments found in the April <br />12, 2021 record, the changes the City Council is contemplating continue to meet the goals established by the <br />Comprehensive Plan. <br /> <br />Your client has several options. They may: <br />1. Apply for a variance for the second lot. The variance would be for lot area and lot width for each of the <br />lots. The Council will need to agree with your provided findings of hardship and practical difficulty. <br />2. Apply for an amendment to the Comprehensive Plan to increase density in the area, and/ or an <br />amendment to the zoning ordinance to change the minimum lot area and width for your zoning district. <br />3.
