To: Chair Kirchner and Planning Commission Members <br />Adam Edwards, City Administrator <br />From: Jeremy Barnhart, AICP, Community Development <br />Director <br />Date: February 22, 2022 <br />Subject: #LA22-000002, Jim Hillier, 1245 Arbor Street, <br />Sketch Plan <br />Background <br />The property was originally platted as lots 12, 13, 14, and 15 of Maxwell’s Addition to Crystal <br />Bay in January 1915 and these 4 lots were combined as two separate parcels (12 and 13) and (14 <br />and 15) at some point after. In 1985, Council Resolution 1798 noted the parcels were used as a <br />single property. In 1985, sanitary sewer services were provided to the area, and one sewer <br />connection was provided to the subject property. In 2009, after the properties were classified <br />as Tax Forfeit, city resolution 5888 recommended (to the County) their sale only as combined <br />parcels. <br />The parcel is currently recognized as a single parcel, with one County Property Identification <br />Number (PIN# 1011723310105). The parcel is 0.64 acres and the frontage on Briar Street is <br />considered the front, by virtue of its shortest length (100.05 feet) <br />Application <br />The applicant’s propose to split the currently undeveloped parcel into two lots. Both lots would <br />have frontage on an existing public street, and both lots would be served by sanitary sewer <br />within Arbor or Briar Street. Each lot will have its own well. The proposed use of the property is <br />anticipated to be single family residential. <br />The table below summarizes the proposed lot area and width, and the shows the required <br />standards, including setbacks. Items in red denote non-conforming standards. <br />Application Summary: The applicant is requesting sketch plan review on a proposed <br />subdivision that would subdivide a 0.634 acre parcel into two equal lots. The parcel is in a <br />zoning district that requires a minimum lot area of 2 acres and 200 feet of lot width. <br />Staff Recommendation: Planning Department Staff requests non-binding feedback from the <br />planning commission. Planning Staff does not support the lot split as non-conforming lots <br />would be created, inconsistent with the zoning code and the comprehensive plan for the area. <br />Council Exhibit A <br />LA22-02
