Date Application Received: 02/23/2022 <br />Date Application Considered as Complete: 03/07/2022 <br />60-Day Review Period Expires: 05/06/2022 <br /> <br /> <br />To: Chair McCutcheon and Planning Commission Members <br /> Adam Edwards, City Administrator <br /> <br />From: Melanie Curtis, Planner mcc <br /> <br />Date: 21 March 2022 <br /> <br />Subject: #LA22-000013, JALIN Design LLC o/b/o Dale and Cynthia Wunderlich, <br />2726 Caroline Avenue <br />Variance <br />Public Hearing <br /> <br /> <br />Background <br />The property is situated on somewhat of a knob of land on an otherwise linear shoreline which <br />creates an abnormal average lakeshore setback line as it is defined affecting the subject <br />property and the immediate lakeshore neighbors. <br /> <br />The owners would like to construct additions on the lake side of the home including a main level <br />expansion of the kitchen and a screen porch all which will encroach approximately 15 feet into <br />the average lakeshore setback; and rebuilding an existing deck with a slightly expanded <br />footprint, 21.5 feet into the average lakeshore setback, no closer to the lake than the existing <br />deck. An average lakeshore setback variance is required. <br /> <br />Practical Difficulties Analysis Applicant Submittal Information: The applicant has identified the <br />shoreline, the adjacent homes, and the shape and orientation of the subject property as <br />practical difficulties supporting the requested variance. Additionally, they have provided <br />supporting documentation regarding Practical Difficulties attached as Exhibit B, and should be <br />asked for additional testimony regarding the application. <br /> <br />Planning Staff Practical Difficulty Analysis: Regarding practical difficulty, Staff agrees that the <br />location of the existing home with respect to the shoreline and the home to the north <br />contribute to the practical difficulty on this property. The sudden, brief curve of the shoreline <br />also creates a challenge regarding the average lakeshore setback affecting this property. <br /> <br /> <br />Application Summary: The applicant is requesting an average lakeshore setback variance in <br />order to construct additions to the home, lakeward of the average lakeshore setback. <br />Staff Recommendation: Planning Department Staff recommends approval.
