The purpose of this item is to gain Council approval to complete a Master Plan and Community Outreach for Summit Beach Park. 2.Background. The Summit Beach Committee met on March 4th, 2022 to establish a scope of work for a master plan including public outreach for Summit Beach. The committee expressed a desire for the work to be completed by a consultant. Staff solicited and received a proposal for our consulting engineering firm, Bolton and Menk for such a project. Over the past several years the City has undertaken several planning efforts and completed a number of improvement in and adjoining the park. (See Exhibit A and references) The master plan for Summit Beach is intended allow for near and long term improvements to be considered for the site for continued enjoyment by residents. The associated cost estimates will be used to inform priorities and funding sources to be planned and implemented as part of the City's capital improvement plan. 3.Scope of Work. This planning project has three main phases/components: a.Creation of Conceptual Plans. •Consolidate previous work and planning efforts for the park into conceptual plans. •Meet with Staff and Park Committee to review conceptual plans. b.Facilitate public engagement/ comment and review of conceptual plans. •Develop outreach materials. •Conduct open house, pop-up meetings and Online Survey. c.Prepare masterplan summary report, graphic and cost estimate. 4.Cost. Bolton and Menk has proposed a not to exceed fee of $19,500. (Exhibit B) 5.Funding. Funding will come from the Park Dedication Fund. 6.Park Commsion Recommendation. The Park Commison reviewed the proposal at their May 2nd meeting. They voted 5-1 to recommend approval of the project. 7.Impact to Other Parks Projects. The 2022 Parks Capital improvement Plan includes a playground for Summit beach in 2023. The playground project will be postponed until 2024 or beyond depending on the outcome of the master plan. 8.Timeline. The table below depicts the expected project timeline.
