The proposed deck will be the same height as the existing deck so the <br /> existing home will maintain the same defined height. The project is proposed to be lakeward of <br /> the average lakeshore setback. All other city codes are met with the project. <br /> Practical Difficulties Analysis <br /> Applicant Submittal Information:The applicant has identified the current location of the home <br /> and the grades as practical difficulties. The location of the northern neighbor's home creates an <br /> extreme ALS across the subject property as another practical difficulty supporting the requested <br /> variance.Additionally,they have provided supporting documentation regarding Practical <br /> Difficulties attached as Exhibit B, and should be asked for additional testimony regarding the <br /> application. <br /> Planning Staff Practical Difficulty Analysis: Staff agrees with the applicant's arguments for <br /> practical difficulty due to the extreme setback on the northern neighboring home which limits a <br /> viable building envelope for the property and the new proposed addition and deck will not <br /> create any new view obstructions for the neighbors.
