20 <br /> <br /> <br />9. Engineering. <br /> <br />9.01. Introduction. The City Engineer is responsible for all public engineering and construction <br />projects within the City of Orono. Key areas of responsibility include: Construction; Development of the <br />Capital Improvement Plan (street, sanitary sewer, water main, storm sewer, bridge, and trail <br />improvements); Grading Permit/plan review; Infrastructure Review of proposed Developments; <br />Management of infrastructure; Planning; Project Development; Right of Way Management; and Surface <br />Water Resource Management. <br /> <br />9.02. Organization and Staff. The engineering staff consists of the City Engineer and a contract for <br />engineering services with Bolton and Menk, Inc. <br /> <br />9.03. Project Management. Efficiently manage the design and construction of city projects. The table <br />includes large capital projects undertaken or completed in 2021. <br />ID <br />Name <br />Project Description Status <br />19-032 <br />Bederwood <br />Park <br />Improvements <br />This project includes the installation of Sports <br />field, parking lot paving, connection trial and <br />assorted park amenities. <br />The project was substantially complete in <br />2020 however the field grass was ready for <br />play in 2021. The project was partially <br />funded by a Hennepin County Youth <br />Sports Grant. <br />19-033 <br /> <br />Big Island <br />Park ADA <br />Trails Project <br />The project scope consists of ADA accessible <br />pathway, picnic shelter, interpretive signage and <br />ADA compliant restroom facilities. <br />The project was completed in 2021. The <br />project was funded from a combination of <br />State Bonding funds, a DNR park Grant, <br />local donations and city park dedication <br />funds. . <br />21-001 <br />2021 Streets <br />This project includes the reconstruction, <br />reclamation or Mill and overlay of the following <br />streets: <br /> East Navarre Roads (Kenwood, Olive, <br />Lafayette Ridge, Bayview, Navarre Ln,) <br /> West Navarre Roads (Crystal Place, Lyric, <br />Blaine) <br /> Eileen <br /> Park Lane & Elm Street <br /> Casco Circle <br />The project was substantially completed in <br />2021. The contactor will complete <br />restoration and punch list items in the <br />spring of 2022. Project is on track to be <br />under budget. <br />21-014 <br />Sanitary <br />Sewer <br />Rehabilitation <br />(CIPP and <br />Manhole <br />Sealing) <br />This Sanitary Sewer Rehabilitation project will <br />consist of Cured in Place Pipe (CIPP) lining of <br />infiltration susceptible sanitary sewer pipes, <br />manhole reconstruction, and lid replacement. <br />The purpose of the project is to reduce Inflow <br />and Infiltration (I&I) into the Sanitary sewer <br />systems and extend the life to the existing pipes. <br />The lining process creates and new durable pipe <br />within the older pipe at a much reduced cost <br />from open curing or directionally drilling in <br />order to replace the older pipe. <br />The project was completed in 2021 and is <br />under budget.
