12 <br /> <br />5. Community Development. <br />5.01. Overview. The Community Development Department is responsible for the review of building <br />plans and the implementation of land use plans and policies of the City Council through administration of <br />ordinances. The Department reviews permit and land use applications to ensure compliance with land use, <br />setback, hardcover, floodplain management, and other City requirements. The department provides service <br />and information to the general public, property owners, builders, and developers on all aspects of <br />development and land use within Orono. <br /> <br />5.02. Organization and Staff. The department consists of 7 personnel: The community development <br />director, two planners, a Building official, a building inspector and a planning assistant. In 2021 we added <br />three new staff members to the department, including a new Building Official, Building Inspector and <br />Planning assistant. <br /> <br />5.03. Planning. In 2021, we granted final plat approval to several new plats and subdivisions, including <br />Orono Crossing (37 units), Orchard Creek (6 units), Shoreline Estates (6 units), and Pence Lane 2nd (0 <br />new lots). Preliminary approval was granted to Eagle Ridge (48 apartments) and Gennesaret (0 new lots.) <br />As a department we processed 8 new text amendments and 3 Comprehensive Plan Amendments. The <br />final permit was issued for Orono Preserve, completing that residential neighborhood started in 2016. <br /> <br />5.05. Building. The Building Department ensures the health, safety, and welfare of the citizens and <br />visitors of Columbia Heights through reviewing both residential and commercial construction plans and <br />inspecting new construction to ensure compliance with State Building and Construction codes. Code Enforcement. In 2021, we opened 112 cases, closed 110 cases, and performed 258 code <br />enforcement specific inspections. 5 unique cases were sent to the city attorney for possible prosecution. <br />
