4300 Watertown
December 2, 1999
Page 2
b)the sites available to serve Lot 1 are mostly in Lot 2;and c)the septic sites serving Lots 1 and 3 leave
no septic sites and no building site for Lot 2.
SP Testing's logical conclusion is that there are enough suitable septic sites remaining to serve only 2
of the three original lots, and that a lot line rearrangement to give a portion of Lot 2 to each of Lots 1 and
3 would result in two lots each having the required 2 septic sites plus a building site meeting setbacks.
SP Testing's report does not and cannot determine whether additional septic sites were possible in the
area taken for road right-of-way,or in the area Johnson chose to create berms. SP Testing's report does
confirm that where there were 3 platted, untested lots, it is now possible to have only two lots meeting
the current sewage system standards and meeting the zoning standards under which the lots were
originally platted.
A review of the topographic map is inconclusive as to whether septic sites might have been found in the
areas taken for roadway or by Johnson's berm construction. It is impossible to know whether each of
the original three lots had 2 viable septic sites and a building site within their platted boundaries.
The following are approximate relative areas showing the impacts of the taking and of Johnson's berm
construction:
> •
Lot Area
-P stir
ate`a.y'b 3 `$ ' Remaining tsable Suggested
Lot area  Lot Areca -Area Lot Line ;
p
d ,tea ter re-Taking Post Taking s; Post Bergin ; . earrangeme
Lot 1 2.1 ac 1.1 ac 0.7 ac 1.75 ac
Lot 2 1.7 ac 0.8 ac 0.4 ac -0-
Lot 3 1.9 ac 1.6 ac 1.3 ac 1.75 ac
•
Totals 5.7 ac 3.5 ac 2.4 ac 3.5 ac
Relative Value Observations
I am neither an appraiser nor a realtor, but I am an observer of lot value trends in Orono. At the moment,
open 5-acre lots in a new subdivision in the RR-1A zone are selling for$140-150,000 each. These lots
are about 3/4 mile directly east of Johnson's site, they are relatively more distant from(and therefore less
impacted by)major roadways than Johnson's site, they are accessed by a new private road, and they have
