SECTION ONE 4111 <br /> 1. Project Summary <br /> Long Lake Rowing Crew(LLRC) is seeking a public/private partnership with the City of Orono that would enable us <br /> to build a permanent home at Summit Park on Long Lake.As a good community partner, LLRC has approached this <br /> process in good faith,with an awareness of and sensitivity to the needs and concerns of the community.The Long <br /> Lake Community Rowing Center would include: <br /> •storage for boats and equipment; <br /> •shelter and safe practice space for our rowers when inclement weather drives them off the water; <br /> •space to conduct indoor training and serve the community with fitness classes; <br /> •an appropriate space for on-land organizing and preparation that would help us run more contained practices; <br /> •space inside to prep the boats and warm up,enabling expedient launching and recovering,fewer dockside or on- <br /> water adjustments and more structured and predictable use of water time. <br /> 2. Proposed Partnership <br /> This boathouse project,fully funded through an LLRC capital campaign,would provide an opportunity for the City <br /> to receive assistance in financing desired improvements at Summit Park. <br /> • LLRC will fund 100%of design and construction costs of the new building through fundraising and other efforts. • <br /> • LLRC would require a long-term lease agreement for the land and a guarantee that our current water hours of <br /> operation on Long Lake will transfer under a partnership with the City of Orono.This will ensure the long-term <br /> viability of our club and facility. <br /> •Our programming will remain the same for juniors and masters.Total time on the dock for boats in/boats out <br /> during a typical week is approximately 7.5 hours.There are up to 8 weekends during the summer and fall when our <br /> teams are away representing our community at out-of-town regattas. <br /> •We would also need a guarantee that should the City elect to sell the property at Summit Park, LLRC would retain <br /> water access and the right to continue its operations at the park. <br /> • <br />
