Orono City Council <br />Work Session Minutes <br />Monday, October 26, 2020 <br />Council Chambers <br />5:00 p.m. <br /> <br /> <br />PRESENT: Mayor Dennis Walsh, Council Members Richard F. Crosby II, Victoria Seals, and <br />Matt Johnson. Staff members present were City Administrator Dustin Rief, Public Works <br />Director/City Engineer Adam Edwards, Finance Director Ron Olson, and City Clerk Anna <br />Carlson. <br /> <br />1. 2021 CIP Discussion <br />a. Water <br />b. Sewer <br />Public Works Director/City Engineer Adam Edwards presented the CIP funding tables and <br />packet to the City Council. Edwards provided a brief overview of the projects shown on the <br />CIP for both Water and Sewer. A scope of each project was presented to the City Council. <br /> <br />2. 2021 Police CIP Discussion <br /> <br />Police Chief Correy Farniok presented the 2021 Police CIP to the City Council. Farniok <br />noted body cameras have been becoming popular. The department would like to implement <br />body cameras around spring 2021. He recommended that a policy and committee be put <br />together to bring this forward. Farniok presented approximate costs to be expected to bring <br />forward body cameras. The only controversial issue for body cameras may be the review of <br />the footage. A committee and policy should be put in place so that issues or concerns can be <br />addressed and combed out prior to implementation. <br /> <br />3. Utility Rate Study <br /> <br />Accountant Maggie Ung gave an update of the Utility Rate Study. Ung gave the Council an <br />Option to have a 10% increase to be followed with a 3% increase annually after that or the <br />second option was to have a 15% increase now to be followed with a 2% increase annually <br />after that. The Council favored the option with a 10% increase. Discussion followed and the <br />Council noted that communications could be better about the increases that have already taken <br />place for utilities and added that they should be improved for those that will take place in the <br />future.
