AGENDA ITEM <br /> <br /> <br />6. Courses of Action. All of the courses of action require increased funding from the City. The <br />funding source for this project is the Park Fund. All courses of action include the procurement of the <br />project signage and painting of the visitor center. <br /> <br />a. Award the Base Bid and all of the Alternates. <br />Total Cost $ 464,764 This course of action would allow the city <br />to maximize the DNR matching grant. This <br />would provide the ADA trail network, vault <br />toilet and picnic shelter with tables. This <br />option would require the city to increase its <br />contribution to the project from $80,000 to <br />$196,764. <br />Funding <br />Donations- Big Island Legacy <br />Fund <br />$ 68,000* <br />City-Park Fund $ 196,764* <br />DNR Grant $ 200,000 <br />*As an alternate to COA A the Big Island Legacy (501c3) would like the council to consider this <br />option with the understanding that they will eventually reimburse the city the current $52,000 <br />short fall in their fund raising for the project. If this was to occur the amount funded by the city <br />would be reduced from $196,764 to $144,764. While they cannot offer a security they feel <br />confident the money will be raised by the end of 2020 at the latest. The 501cC is already <br />planning a second Phase and will be raising additional funds <br /> <br />b. Award the Base Bid and either Alternate 1 (Vault Toliet) or Alternates 2-5 (Picnic Shelter& <br />Tables). <br />Total Cost $ 371,734 This course of action would provide the DA <br />trail network and one of the two other <br />major amenities. This option would require <br />the City to increase its contribution to the <br />project from $80,000 to $131,530. <br />Funding <br />Donations- Big Island Legacy <br />Fund <br />$ 68,000 <br />City-Park Fund $ 131,531 <br />DNR Grant $ 172,203 <br /> <br />c. Award the Base Bid. <br />Total Cost $ 278,734 This course of Action would provide the <br />ADA trails and associated signange. This <br />option would require the City to increase its <br />contribution to the project from $80,000 to <br />$90,145. <br />Funding <br />Donations- Big Island Legacy <br />Fund <br />$ 68,000 <br />City-Park Fund $ 90,145 <br />DNR Grant $ 120,588 <br /> <br />7. Project Timeline. <br />When What <br />April 13th, 2020 Award <br />June-October 2020 Construction <br /> <br />8. Staff Recommendation. I recommend Course of Action B with the Picnic Shelter and Tables. This <br />course of action provides and good balance between cost, amenities provided and maximization of use of <br />the grant. <br /> <br />COUNCIL ACTION REQUESTED <br />Motion to: <br />Direct Staff to complete Course of Action B; <br />Award the Big island ADA Trails Project to Blackstone Contracting; <br />Accept the construction management Fee Proposal from Bolton and Menk not to exceed $20,000; <br />To authorize payment of $1,177 in design fees above the previous not to exceed proposal;
